2. In contracts like this the off-ser partners must be approved or acceptable to the GOI and you cannot say Dassault selected Reliance Defence. If Dassault selected Reliance Defence, a company with only Rs5lacs investment and just 15 days old and without any previous specific technology experience, then GOI should have rejected and also Dassault proved to be incompetent to select the right Indian off-set partner.
