So for example where can you buy a bitcoin, and where does bitcoin keep records of all of its transactions if it’s not run by the government, it’s got to be run by somebody?

Bitcoin's transactions are verified through digitally signed peer to peer movements on the blockchain, where they are stored and publicly viewable using a bitcoin blockchain explorer site (just do a google search) In essence this means that it is community run, or in other words decentralized.
