I feel November would be too cold to visit, even locals move to their winter homes in Dhunda, which is at a lower altitude and close to Uttarkashi. About expenses, the place is comparatively more expensive than other tourist places. You can find homestays to stay, but travelling cost would be high, there's no public transportation available to visit nearby places like Gartang Gali, Gangotri, Nelong Valley, Mukhwa and Dharali village. So you have to take cabs, which have fixed price no matter the number of passengers. In our case, we were 4 people and the total expense for 3 days trip with places shown in video was around Rs. 10,000/person.
