However the mid to latter 18th century first rates would have have blasted the galleons to bits with their 32 pound long guns (36's if they were French), and the frigates, if of the same period would have done the same. They would have been armed with 24 pound carronades and 18lb long guns. Galleons, of the century earlier had much weaker armament and weaker hulls. It would have been total suicide to go after a squadron of 3 capital ships, and two frigates.
@TC07TC Blackbeard may seem like a man who ran a whole ship by himself and took on the seas, but in reality, he once took down a whole port and put it on blockade for a piracy trap with 17 ships. If that doesn't mean a group of pirates to you, I don't know what you are thinking in your head. When he did piracy in sea, he often went in with 3 to 5 ships.
Heated shot would be a spectacularly bad idea on a wooden warship. Maybe for fortress or coastal batteries but not for ships. The risk of fire, mishandling, etc. is simply too great.
They did operate in packs, not always, but they did. Otherwise the British Royal Navy amongst others would've annihilated them in no time, because one on one, their ships and crew were usually better.
I have to aggree here with Mr.Me42, numerous accounts of popular Pirates with multiple ships.. albeit they were not Galleons.. but usually Brig's. Anyways the game is fun as hell.

no. they often acted alone. BUT sometimes more notorious pirates i.e. Blackbeard had a fleet of ships. So did Bart Roberts.

the pirate galleons are really annoying in the early game but you can defeat a galleon with 2 frigates and then you have a galleon of your own.
