Uhm, I think GGPoker's rake structure specifically allows for more calls because 3-bets are raked. And he just thinks he's good enough to make these profitably.
It's a mixture of rake being low, GGPoker raking 3bet but also and more importantly the open sizing and the position it comes from. The earlier the open, the more we want to incorporate flat because as the range we face becomes stronger, the more implieds odds some of our hands in our range gain like pocket pairs + the less likely BB is going to squeeze as the PFR is stronger. The sizing is very important too, the smaller the open, the more call we want in proportion to our 3bet because pot odds are better while there is less dead money to steal. To give you some examples : NL10K, 100bb deep, 2.5x open => BU 2.5, SB 3bet 12.7% of the time, call 8.5% of the time => We 3bet more than we call. BB squeezes 13.2% of the time when we call because BU is weak. NL10K, 100bb deep, 2.5x open => LJ 2.5, SB 3bet 5.4% of the time, call 7.2% of the time => We call more than we 3bet. BB squeezes 7% of the time when we call because LJ is strong. Obviously our defense frequency in the SB still decrease as the opener range becomes stronger, but we can see that in proportion we get more calls. Now about sizings, if we decrease LJ sizing to 2bb : NL10K, 100bb deep, 2x open => LJ 2, SB 3bet 5.3% of the time, call 12.4% of the time => our overall defend frequency increases, but mostly from calls. The key takeaway here is that 2x to 2.2x opens incite calls from BU and SB, you generally don't want to 3bet or fold versus 2.2x or lower against HJ or LJ when you are in BU or SB. As you incorporate more and more calls into your preflop range, the more polarised your 3bet range becomes and the bigger your 3bet sizing in proportion to the PFR open size.

Does anyone know if why Wiktor plays so much flat call from SB. Is it because rake at this level is low or its because the BB is fish ?
