Well, you would need to ask permission of whoever owns the land and, given that Vatican City is an absolute monarchy, that would likely mean the Pope. If by that you mean that the Pope would never let another religion's temple be built on his land, that is not true. Back when the Papal States were much larger (before the unification of Italy), there were places of worship of other religions, most prominently the synagogues of the old Roman ghetto. It is a bit unlikely that he would say yes because you would want to open a temple in the world's smallest country (just slightly larger than the surface area of the Ram Temple itself) where the Pope needs to house the thousand or so people who work for him. The comparison itself makes little sense because you would want to buy the land from the government that it itself uses. It is like wanting to open your own temple in the Parlament House itself. Building a temple in Vatican City is about as likely as getting the Lok Sabha would sell you the northwest corner to turn into a temple.

Well, you would need to ask permission of whoever owns the land and, given that Vatican City is an absolute monarchy, that would likely mean the Pope.
If by that you mean that the Pope would never let another religion's temple be built on his land, that is not true. Back when the Papal States were much larger (before the unification of Italy), there were places of worship of other religions, most prominently the synagogues of the old Roman ghetto.
It is a bit unlikely that he would say yes because you would want to open a temple in the world's smallest country (just slightly larger than the surface area of the Ram Temple itself) where the Pope needs to house the thousand or so people who work for him. The comparison itself makes little sense because you would want to buy the land from the government that it itself uses. It is like wanting to open your own temple in the Parlament House itself. Building a temple in Vatican City is about as likely as getting the Lok Sabha would sell you the northwest corner to turn into a temple.
