Nice portable sound mixer from VALINKS, this one has 2 1/4" microphone inputs. On the back, there are some RCA jacks for music input. Each of those inputs have a volume/level control that can be adjusted. There is a reverb effect that can be added, the tone can be adjusted (bass to treble), and all sounds can be mixed together, to be output over RCA. The unit also supports composite video passthrough, great for karaoke machines! Includes RCA to 1/8" TRRS plug, 2 RCA to 1/8" stereo jack adapters, and composite video and audio cable.

Connect the left and right output jacks to an input on the amplifier, same as you would hook any other component with RCA plugs.
Is it normal to have a Hiss noise when the mic is plugged in even if the mic switch is off?
Depends on how "hot" the output is, if it's too hot, then that could be an issue. Also possible there is a ground loop fault. Try a different microphone and see--what you hear in this video is under ideal conditions.

If your amp can accept line-level inputs, and you can convert RCA plugs, left and right channel to whatever your amp takes, yes.
