For those wondering, It’s illegal-ish: Last year, the California governor signed a bill making it illegal for the police to arrest these women for loitering (standing around) for the purpose of prostitution. That is why the women openly and blatantly stand around in beach wear 24/7 and advertise and the Police CANNOT mess with them JUST FOR STANDING OR WALKING AROUND!!! Of course we all know why they standing around, BUT without legal proof, they are safe to stand around…. HOWEVER, if the women were to make a deal with an undercover cop, then that’s actual solicitation (prostitution) and they can face legal action for that…. Indecent exposure is displaying an actual sexual body part in public; technically, these women are wearing bikinis, but there actual nipples and ‘lower level lips’ aren’t showing so they’re okay legally speaking….
