The meter valve, meter pit, and the meter tail piece (the fitting right after the meter) are all property and responsibility of the utility.
Not true. In some states it’s your responsibility.

always install a new gasket. even if the old one looks ok.
Need to be careful using dissimilar materials/metals. Copper to stainless, brass to stainless cast iron to zinc? It looks like the new 3/4” female adapter is a different metal than the meter connection. The dissimilar metals don’t like each other and will corrode over time. Always try and use NEW parts and gaskets regardless. You don’t want to do this again if it leaks after you put it back together or in a year or 2??? Good luck and good job.
First thing, check the washer between the meter and the coupling.
Pvc pipe is for sprinklers, not for water supply line
that's what I thought , just dug up my 40 year old water line , the pic is fine , the iron coupling is toast
PVC is used quite a bit from the meter to the house and even PEX A or PEX B in freezing cold conditions--

Wrong. Pvc is ideal for cold water, thus ideal for water supply. It's corrosion resistant and very durable. It's about all that's used these days. Not for inside use. Not for anything over 140 degrees.
I've got pvc up and down my 1000' driveway in SoCal. 100 years ago it was cast iron and replaced about 50 years ago.
You need a slip on coupling
that's what the thing further down the pipe he unscrewed is. There isn't actually a glued slip coupling for pressurized PVC/CPVC.
