F0.01 select 1 (source taken from terminal command)
F0.03 select 1 (frequency is taken from command VI)
CHANGE THE ANALOGUE SWITCH ON THE INVERTER PANEL
COMMAND FREQUENCY SWITCH SW1
*WR : set by panel potentiometer
*VI : set by external/software
then select/set: VI
FINISHED.
IF THE SPINDLE SETTINGS WORK WITH MANUAL COMMAND/POTENSIOMETER
F0.01 select 0 (source taken from keyboard/pad command on inverter)
F0.03 select 1 (frequency is taken from command VI)
CHANGE THE ANALOGUE SWITCH ON THE INVERTER PANEL

notes:
In this inverter I found that when we want to change the command manually/by adjusting the speed via a potentiometer, then at setting F0.03 (frequency), we still choose F0.03 set 1: as VI. if changed to set 0: as keyboard (according to manual instructions) then the potentiometer on the inverter keypad does not work. It is tested at the same time with the inverter position connected to BOB MACH3 and software active.
What will happen if set 0: as a keyboard, then the spindle motor will rotate automatically to reach its maximum speed (0 to 24,000rpm) and we can only press the STOP button to reduce that speed and return to normal (0 rpm).

At least you showed the CI/VI switches. Not even the manual shows them.
So right about the switches, To control the spindle from Mach3 : sw1 VI , sw2 VI , sw3 V , sw4 PNP... Program: F0.01 to 1(Terminal) , P0.03 to 1 (VI) , P0.20 to 1 (Forward).....
