It’s pretty simple. When you have to resort to bullying to "prove" something, that only means you’re weak. Only weak and coward people will do that instead of facing their own weaknesses. And the fact Katsuki then claim being a hero just prove that he doesn’t know what it means. No one really is heartless (physically...metaphorically, you can be heartless) but considering how he was remorseless to the suffering he put Izuku for his own pleasure, yeah, he’s pretty messed up and have no qualifications to be called a hero (especially as he never faced the consequences of his terrible actions and many persons seems fine with this).

Katsuki never had any reasons to act like that other than pure cruelty and ill intentions to hurt an innocent boy who always admired him. He used the fact his own middle school being so messed up to deliberately bully him and get away with it for a decade. There’s no reason to this and will never have.
