The only reason why we are still paying is because the bonds that build it aren't available and the state will not fund it... so the suburbs North of Dallas will collapse if they don't have their toll road...

How is it local, state and federal officials can consistently get things wrong and stay in their jobs for 20, 30 plus years and then live on funded pension? If private industry people made that kind of mistakes they'd be fired.
They didn't get it wrong. They just realized that with a low gas tax and a state government that really doesn't like to spend money on highway expansion, they couldn't afford to get rid of the toll roads. HCTRA in Houston made the same promise about the Hardy Toll Road and Sam Houston Tollway, but both are still cash cow toll roads.
It's not free because all the toll roads are part of a regional toll authority including those in other counties--Tarrant, Collin, etc. I think the original toll road should be free and let the new parts pay for themselves. And how about the State quit giving a free ride every time a business relocates here and also make corporations pay taxes to the state so our property taxes can be reduced. And Texas needs to raise the gas tax since it hasn't been raised in decades. Maybe we can get some decent roads and bridges without resorting to tolls. Americans have been duped for years thinking we have cheap gas. But how much do you think you are really paying when the government subsidizes the oil companies who don't pay taxes.

And it'll probably get worse since there are plans to extend it into Celina (and by into, I mean west of downtown Celina).
