you can use 2 clamps and ruler to set your own measuring tool. we use Lagenda pump with counted air to blow the balloons same size. link to pump in the description if you like to take a look

Under inflate them just a little bit they will sit flat easier. Hope that helps and good luck

Lovely. But there is another way to make flowers. You use a regular balloon and a 260 ballon. Believe me! Is not easy.
there are plenty other ways to make flowers using balloons, this is just one example
