It's not related topic but I wanted to ask about GRE. I recently took a test and got 314 ( Verbal 160 and Quant 154). I am applying for PhD in US and have MS degree? Should I send it given that score in Quant section is quite low?
Depends. Some schools start offering them in the beginning itself to encourage early applicants. Some start giving them closer to the deadline to encourage more applications. Keep an eye out for the info sessions and anyway, there's no harm in asking for it over email soon as well.

I mailed about 8 colleges and received waiver from just 1. Seems like it's not very common this application cycle.

No
There will be no negative impact, because I applied for a fee waiver and got the waiver & admission also.

You can try with any university. Try and see, some will give, some won’t.
