He was hesitating because ever since their kiss, he's seen her consistently choosing Debling over him. Of course, she's only doing because she's trying to be realistic and move on, but he doesn't know that. He's staying back because he wants her to be happy, but he's dying inside at the thought of her with someone else. That's his struggle. That's also why it took him so long to be straight about his feelings with her, and why he kept giving other reasons for her not to marry him. He has no idea how his confession will be received.
