I think, this has been said in the context of actions.
Every saint has a past means their are certain things/actions they did in the past, let it be sadhana, seva, daan, bhakti etc which has lead them to their present state.
The same way, a sinner as well has a future,
Here it means regarding the possibility of necessary actions that they can do to potentially elevate themselves to a more conscious state.
In simple terms, a sinner has a future in which if they choose to do the necessary things then even they can become a saint.
