Fluency means whenever ideas come into mind, we can express them.
Accuracy means correct English according to grammar. good English or perfect English.. Easy to understand. And pronunciation + fluency + accuracy + vocabulary = Perfect English.
We can't develop English without practice. Practice is important. If we read a thousand of books about swimming, can we swim through reading? No, we can't swim through so we need to learn swimming through practice, the same is in English: if we read thousand of books on English grammar, we will not be able to speak unless we do the practice.
