I did a similar on my Segway Mini but I used glow in the dark duct tape...Duck Tape was the brand but it is too rough finish, gets dirty quickly and can't clean...

One question - you mentioned a 22ohm resistor is needed for a 5V battery. I'm planning on using my e-bike battery as it has a headlight cable (6V). Is a 22ohm resistor still good for a 6V battery?

if you have rim breaks I imagine the issue is that the paint would wear off pretty quickly, making it pointless to cover the entire rim. In addition to that, the paint could also be less grippy than the rim itself, making braking less efficient. The residue paint as it flakes off the rim could stick to the pad also effecting the braking. If you have disc brakes, I don't think it would matter.
Added bonus to a solution like this vs. other rim/wheel lighting is that it can't be be destroyed or stolen easily. With pretty much all the other lighting solutions I've seen any ol' asshole can just rip them out for fun or steal them or just some kid picking at things they shouldn't be, who knows. This isn't likely to be noticed during the day and even if someone does rip a cable or steal the LED's the cost is negligible to replace.

Cool idea, but simple? No. Most people dont have access to a 3D printer. Also the clearcoat will be detrimental to your braking, should have sprayed it while the tape was still on - and covered the rubber. This is a "hacked" look, not really a professional looking finish.
I would say it's barely noticeable. The paint blends in with the aluminum rim and the led are on the inner side. The only thing that sticks out is the dangling USB cable. I agree that most people don't have access to 3D printers but you can mount those 3 LEDs without the printed part. I actually removed the clear coat from the braking surface and didn't have any problem. That's why I suggested covering it. I'd say it is as simple as projects get. No power tools. No specialized tools. Seriously you could make this not only without 3D printer but also without soldering iron. Anyone can make this

I did this to my bicycle trailer(small trailer for behind a bicycle), not as refined as yours but still came out pretty good. Used 2 3w 365 nm leds with a aluminium cooler, each hooked up to its own 2.2R 5w resistor(also cooled) and then powered by a USB 5v 2a power bank. It looks kinda bad but gets the job done. One thing I learned is for the people that have disc brakes or just tape the area of where it brakes, to paint the metal white and the apply the luminous paint. It wil glow a bit more brightly. Also maybe not use green as I did(green is the brightest colour), because green is go.
@MadeInTexas don't know if my comment got deleted(had a link to the led I used). You do not need cooling for normal led diodes, but I used high power leds intended for flashlights. Epileds 365nm with a copper base. Leave the tape on when you clear coat ! Then, when it's dry remove the tape.
