USA: NEW YORK: PAKISTAN' S PM CALLS RECENT KASHMIR ELECTIONS A "SHAM"

Pakistan's Prime Minister Benazir Bhutto has described the recently held elections in Indian administered Kashmir as a sham
Miss Bhutto told a meeting of the Organisation of Islamic Conference in New York that the vote was not valid because of the heavy concentration of Indian troops in the region.
Using hostile language that has so often characterised relations between India and Pakistan, Miss Bhutto accused India of stifling what she called a genuine expression of popular will in Kashmir.
Miss Bhutto was on fiery form as she used her speech at the Organisation of Islamic Conference to lambast India.
She was speaking hours after officials in violence-wracked Jammu-Kashmir state announced that the National Conference, a local party that promises greater political autonomy, had won a huge victory in the first election since the start of a six-year Kashmiri insurgency.
In Miss Bhutto's eyes the election should be declared null and void, because the largest and most influential separatist group in Kashmir, the All Parties Hurriyat Conference, boycotted the vote.

"India has tried to divert world attention by initiating a so-called political process by holding sham elections. But the presence of over 600,000 military and paramilitary forces. the continuation of repressive laws, the failure to initiate a dialogue to the All Parties Hurriyat conference, or to release hundreds of activists shows how hollow even this so-called political process is."

Her criticism of Indian policy in Kashmir remain vehement in spite of the election of Farooq Abdullah in Kashmir, who is likely to be given more autonomy by Delhi in the hope of curbing support for the Islamic separatist movement in India's only Muslim majority state.

"The heavy concentration of Indian forces in Kashmir, their violations of the line of control, the massive Indian military build up causes a direct threat to peace and security in our region. India's pursuit of a nuclear and ballistic weapons programme is of serious concern. Of equal concern is its reluctance to engage in a meaningful dialogue on the issues of nuclear and conventional arms control, bilaterally. regionally or globally. the world cannot remain indifferent to the rise of a fundamentalist Hindu India bent on producing and deploying nuclear capable ballistic missiles with the aim to target every major city from Yemen to the Straits of Malacca."

India and Pakistan have fought two wars over Kashmir, and more than 14,500 people are estimated to have been killed there since 1989, when a simmering campaign for an independent Kashmir erupted into a full-scale insurgency.
Following their meeting, the Muslim ministers issued a statement urging India to "respect the human rights of their Kashmiris including their right to self-determination."
