The way that the IPC grunts were Team Rocket-adjacent and the realization that Topaz is also a part of the organization makes it funnier.
Basically in Pokémon terms, she's the only good one among Team Rocket just like how Dawn is the only good member of Team Galactic.
It does not go that deep, the IPC Support Group alone were the Team Rocket equivalent .... Topaz isn't included in the bit.

We just ignored the fact that we just met the first Masked Fools NPC in the game. They are the ones who sing solemn songs to their Aeon. . .
Well, since like 1.3(?) you can get a (admittedly side) quest where you meet Zhongshan, a Masked Fool (tho its revealed at the end)
Their Aeon never gives you up, never lets you down-
I want to ask. If you done Lynx quest yet?
There’s a lot of companion quests he hasn’t done yet 😂
