The most common way I use to add layers from a spatialite database to QGIS is to drag and drop the database file name from Windows file manager window into the Layers Panel of QGIS. QGIS then offers a list of layers from this database to select from and add to the QGIS project.

How can I import a raster file into a sqlite database?

Hello Gabriel. There a number of ways of doing this. It depends with the data itself and the structure of the raster file. You can check an example at gis.stackexchange.com/a/171196/40659 and see how to actualize this.
