I think that Howard is wrong in claiming that there would have been a GE in January 1991. The reason, Desert Shield which on 15/16 January became Desert Storm. The idea that an unnecessary GE would have been called then is preposterous. Maybe later eg late spring 91 but not January.
Tarzan would have had my vote if I'd been a Tory, but I was not surprised that the party rejected him because they were already soaked in mediocrity & decadence. One only has to look the history of Delorean cars as a small example. The decline since Tarzan's days has been precipitous. Do the following words remind you of anyone: blather, blither, bluster & botch?
Heseltine would not have held a General Election in January 1991. I have so much respect for Anthony Howard but I think he was wrong in this assessment, for two reasons. First, he would not have got to be Prime Minister only to risk losing it all straight away with a snap election. Remember the economic recession was beginning to bite. Second, I'm surprised Anthony didn't mention the Gulf war, which took place in January/ February 1991. There is no way any Prime Minister including Heseltine would have held an election in the middle of that difficult situation. He may have called an election in the Spring of 91.
Anthony Howard says near the end of this excellent section of his interview that Michael Heseltine was seeking to go from backbencher to Prime minister in one jump by standing against Margaret Thatcher in autumn 1990. And that it had never been done before. Since this was filmed (and Howard has sadly left us), Boris Johnson has managed to go direct from the backbenches to PM in July 2019. He resigned from Theresa May's cabinet over the 'Chequers Deal' in July 2018. There is a difference, however. Theresa May had announced her resignation before 'hats were thrown in the ring' - which only happened when a leadership contest was announced. Johnson did not stand against May by challenging her for the leadership.

There is no way Heseltine would have held an election in January 1991 - even if he'd wanted to, he would have been talked out of it.

Whilst I think Heseltine would of won the 1992 election - he would of had to have dealt with the ERM debacle. That is what killed the Tories.
