Its like this in Canada do, there is a gang selling drugs to poor white people who live in poverty in London Ontario Canada, but you will never see a black person going to a foodbank here welfare office or a soup kitchen, hard to find in most neighborhoods other then student housing condo's and mcmansions. For the past 2 decades Chicago's political leadership (or, more appropriately, political MIS-LEADERSHIP) has FAILED to learn this lesson: Chicago's under-18 youth need to learn that if you get caught with a gun -- or prospectively committing a felony -- you will be VERY UNHAPPY with the results.
Unfortunately, Chicago's political MIS-LEADERSHIP has continued to be foolish & stiff-necked, and they continue to resist learning this very simple & elementary lesson. The results are obvious to those with a tincture of common sense: Chicago's youth will get into even greater trouble & the citizens of Chicago will be the victims of even more violence, lawlessness & criminality.
It's time to address the causes just as much as the symptoms. The symptom is youth violence... the cause is systemic discrimination and disinvestment in communities of color which directly correlates to crime.

I have no doubt that systemic discrimination has something to do with youth violence, but since my childhood non-personal discrimination (i.e., in the legal system & in institutions) has dropped dramatically). If you are not close to 80 years, you will not have seen this for yourself. Nonetheless, I have in the past, & still do, support any legitimate removal of racist laws, statures &/or regulations.
However, if you want currently (as in the here & now) to understand criminality, violence & lawlessness, then please consider this: people commit crimes because they are people, i.e., because they are from birth innately selfish about how their behavior effects other people -- UNLESS they have been raised to behave otherwise, or UNLESS they have fear for the negative effects of the criminal justice system. To me this sort of statement is both logically correct & it's been confirmed in observing the lives of scores, possibly hundreds, of my acquaintances year in & year out, decade in & decade out.
Unfortunately, many of the juveniles who are responsible for the crimes & violence in Chicago have little or no fear of the Chicago justice system, and if they are unlucky enough to get caught they may not ALWAYS have a state's attorney willing to turn a blind eye to their criminality.
Of course, I had an enormous, invaluable advantage in my life: I was raised in a 2-parent family where there was very little extra money, but it was a stable home in which my siblings & I had a roof over our heads, knew when we would have dinner, and -- most importantly -- knew that our parents loved us. I fervently wish the same for all children.
