Yes, you can use moisturizer, but there are separate moisturizers for oily skin, you can use water based or gel based moisturizer. I also have oily skin, so I use Pond's water moisturizer for summer and for winter, I use that and if you want to use setting powder, then you can use Mars and You will find the link of both in the comment section of this video.

To tell the truth, I also have oily skin and those with oily skin should avoid cream based products, so you can use any powder highlighter. All the powder highlighters I have used till now are from Swiss Beauty only. I have used it and it looks very good on my screen. Swiss Beauty highlighter is the best Powder highlighter for oily skin
