Meaning that outside of her Duties she probably is the weakest, but inside her duties she can challenge Bae. While I want her Ranking to be higher due to her being able to take care of any threat to Civilization, I do have to admit that she's as strong as she needs to be and she likely sends in the best option to deal with the threats to Civilization thus she can afford to be the weakest of HOLOEN. On Ina, if you include the duties she displayed in her ENRECO, then she likely doesn't have much combat power since her duties appeared more about helping already calm dead spirits pass on to their afterlife. And being an Idol might help her with performing her duties with multiple spirits simultaneously. Which does defend your Ranking. I'd have preferred it if you accounted for Amelia Watson's Dimensional Traveling when deciding on her Rank. Though that is more Indirect Power available to her than Direct Power.

I didn't know bijou was that strong but honestly I cannot see bijou bypassing any of kronii's time manipulation, ascended or not. Like creating black holes, Angelic form and demonic form. And Irys also summons "magical sword lances" and uses them similar to Gilgamesh's: "Gates of Bablyon" Most lore is very loose and popular ones are closest to cannon. The Girls do mention little tidbits about their lore/abilties as they stream but its hard to catch em all. But I guess its what makes these kinds of discussions interesting.
About the Enrico Lore, it is not entirely non-canon. Because as Ina said, it is an alternate timeline/universe. Alternate Universe are Canon thanks to Amelia.
