I suspect he has a bad jumper or a weak power supply. I had a Pyramid Gold Series 20 amp power supply that was lazy and would drastically cut back my output power. Exchanged that sucker on the same exact one and problem solved. I will say you Mr Rooster is the real deal though. Class act all the way.
Why didn't he just call you and ask which knob the variable was on? Seems like he could've found the variable power control if he would've played with the radio some.
His meter may read tighter, like a Dosy. No big deal, just different equipment. Happens all the time. I currently run a Dosy on the base and an MFJ in the mobile. Without a Bird to match up, I just run lighter for protection. They don't call it "chasing Dosy watts" for nothing.
Rooster, does it make any difference that one slug was 2-30 MHz, and the other slug was a 25-60MHz? The next question is can I get my radio built, which is a Uniden Grant XL.. Send me a yes, or no, and if yes a address and a price
to answer your question. 27mhz falls at the end of the 2-30mhz slug and beginning of the 25-60mhz slug, both are within tolerance so it doesn't really make a difference. On your second question, No, I don't take in any radio work.

Mine did 25 watts on a mfj at 14 volts ,but I love mine and with a 520 MOSFET and surface mount board it has to be doing ok

It must be his watt meter ,its always good check connections cables etc ,its happened to me ,but good video
