Each number appears twice, one on each side (right and left). You must place them in the positions that each side indicates, obeying their pairs, for example, number 1 on the right with number 1 on the left.

I think (I didn't try it yet) is the first paper is for the left wing, and the 2 for the right, so you have to put left wing in number 1 position,and right in number 1 position but from the second paper, the same with all the other numbers

There are double numbers, one for each side, so you should move following the directions described in the papers.
