  • The European Union invests considerable resources to protect those working on the frontline to pressure governments worldwide into respecting their human rights obligations. To this end, the EU adopted its guidelines for human rights defenders in 2004, and revised them in 2008 to establish a framework and tools for protecting human rights activists in countries outside the EU. In 2023, they are up for review again, as part of the EU Action Plan for Human Rights and Democracy. The European Parliamentary Research Service assessed the implementation of the guidelines so far and suggests actions to be considered in the review, based on the analysis.

You cannot protect human rights in non-democratic countries. Their own authorities won't let you. If you really want to do it you need to fight them and change their governments. What exactly are you doing in Russia right now? Or China? Words do not change things so don't waste money on on words.
