Have you tried removing the CMOS battery? Also that GPU would be better in the fisrt slot than the last. It could also be bad RAM . I would try removing 1 item at a time and see what happens starting with the gpu then RAM then that other add in card i see there.
Try unplugging RAM module/modules. If there's only 1 stick, unplug and then plug it again. If there's two modules, take out the other one and try restart the computer. Then you can also change the remaining ram stick position into other slot on the motherboard. That sounds Ram related problem to me.

Long shot - try unplugging the drives and see if it boots to bios. I've encountered something similar to this boot problem before.

Also if you want to use on-board video why are plugged into the GPU and not the motherboard HDMI output?
