one thing to take into account, Hong Kong desperately needed a new airport, so needed to ensure it was up and running within a certain timeframe. Brisbane didn't desperately need one, but had forecast with expected growth in the city's population and economic activity, flights will increase and therefore will be eventually needed. It is more of a future proofing project, so not something that needed to be built by a deadline

It took Athens 5 years to build a great new airport with parallel runways, a rail system direct to the terminal plus a new motorway via mountains to the airport, yet it took Brisbane 8 years to build only a runway!?! Even Sydney’s new western Airport will take how long and with only 1 runway at first???
