Cobra has had the best evolution out of all the 80s villains. He was a wimp in the original cartoon but later versions would be more cold calculating and ruthless.
While he was a silly villain in the original cartoon, his appearance in that crossover with The Transformers is a bit disturbing when you realize he was responsible for a lot of legitimate evil, and he got away with it all. I suppose that makes him a much more successful villain then people give him credit for since he did terrorize the world, got away with it, and then enjoyed his retirement.

And just for some bonus trivia Adler also voiced Low-light on the orignal G.I.Joe cartoon!
I will be honest. Resolute Cobra Commander scared the hell out of me. Just in that speech he gave to the troops. And the way he personally killed those tele-vipers. Dude was brutal!
In the original cartoon, yeah, he came off as slapstick ("A mix of Adolph Hitler and Yosemite Sam").....but he'd flee from one defeat, only to have another plot in motion a week later. The retool for GI Joe: Resolute made him pretty formidable.
The best depiction in my opinion is Retaliation because he had a black suit instead of blue, and he was cruel, cold, calculating, and vicious. I hate how Retaliation didn’t get a sequel, and I wish that the Snake Eyes movie could get a sequel

In the original comic series, the Autobots and Decepticons were woken up by a fight between G.I.Joe and Cobra. Starscream's original voice was lost when he was injured in the crash landing, so when they all reformatted and got new vehicle forms, Starscream got a new voice and chose the most commanding voice amongst the humans: Cobra Commander's. Megatron also chose his pistol form off of Cobra Commander's sidearm, as it was doing the most destruction on the battlefield.
Cobra Commander from DIC and Original Cartoon is the best. He’s absolutely entertaining especially his rants towards his other commanders. Always saying how they are incompetent fools and pulling out comebacks. He’s more understanding of his troops compared to Serpentor if we mention him. Pulling a 360* no scope on him turning him into a iguana in DIC. Though he can be a coward at times and smart in which I like the balance of both. Honestly great character and the voice actor is great for him throughout both series actually embrace the character’s personality and role. Also his older styles look to be surprised to say look more professional compared to the newer ones. It might be a bit of nostalgia to say though it actually makes him look like an actual true commander compared to the new ones.
I'm amused by the concept of Renegade, which makes the cowardly, incompetent Commander a fact, yet reveals a twist that he was pretending the whole time and is actually an evil genius.
Retaliation, Renegade, and Resolute were the best versions and for a simple reason. Everything including the voice was taken seriously. Something most others didn’t do.
Sigma 6, movies, Resolute, and Renegades have the best Cobra Commanders ever! Basically an American Orochimaru & what I believe Starscream should be like!
Michael Wincott should’ve voiced Cobra Commander in G.I. Joe Resolute, G.I. Joe Renegades, and the live action G.I. Joe movies as Michael Wincott voice sounds more intimidating and terrifying and would do a way bad ass job voicing Coba Commander.

GI Joe was always a baby cartoon for babies. But this guy didn't have a cool looking face. Which is a lot more than I can say for any other character in the GI Joe franchise

I think the idea that Cobra Comander wasn’t human in the cartoon series, but a member of the hidden society of Cobra La was ridiculous.
