Do both, they’re both great exercises. By doing flags with limited ROM, you will be neglecting part of the movement but maximizing strength in the upper range. By adding isometric holds at the bottom (or just full reps) with a reduced intensity, you will ensure the otherwise neglected range is addressed. Shoulder flag is not very difficult once you can hold a full dragon isometric. It just hurts a bit more.
This question needs more context. Effective for what? Building muscle - both. Improving dragon flags - the d-flag wins. Improving knee raise capacity - knee raises win. Building strength for calisthenics - both are effective though dragon flag may be more transferable to skills like front lever and knee raise to skill like the backsault.
