I'd argue that the reason for Intel's downfall is poor management: They started appointing CEOs who had no engineering background, branching out into areas not related to silicon like antivirus software and went all-in on DEI.
I'm using a i7 4790k from 10 years ago when I built my pc. When I built it intel was known to be more reliable, faster, and less hot than AMD. I've been pretty happy with it considering I've never had a issue but the next PC I build will be using the ryzen 7 9800X3D.
