The reason that France and Belgium weren't capitulated was because they didn't own their cores. If a country only has occupied territories than only the occupied territories count to the surrender progress

However if you do the road to 56 one make sure you have both mods and make sure to turn off dynamic ranks bc in singleplayer it has no worth.
