Dear Congress and Senate, May the Filipino people request for deep scrutiny and probe on billions of funds and budget allocated to DPWH flood control and mitigation year on year. Just like Sen. Villanueva mentioned in his interview just lately, it’s already P63B was already given for flood control and mitigation JUST for Bicol region (or Naga area only?) only and yet looked in what happened to Bicol region after Kristine pass through this area, lives and properties were lost. Where does all these P63B, I mean billions of peoples money went to? Filipino people will really appreciate congress effort on detailed probe, to the last centavo, of these huge budget that’s given to DPWH and yet the projects that they claim to protect the very lives of the people and properties were of no use every time typhoon will pass through PAR whether big or small.

NAGA City received 500-700mm rainfall in just 24 hours. And the city is located in an area where 2 rivers meet... And it is also located inland on a catch basin. And very far from the sea. Meanwhile recently Valencia, Spain received 200mm of rain that caused massive flooding and the death of 261 people... Masyado namang magaling ang mga Filipino to expect na makagawa ng effective flood control system costing billions in just 2 years... Maybe the flood control of a previous admin in 6 years should be scrutinized.. kasi kung meron dapat hopefully tapos na rin yun.
It is easy to manage if it's private. It is a different ballgame when you are in public sector. The amount of challenges is significant. From informal settlers, too much bureaucracy just to approve and construct, etc.
In japan all houses or buildings ( not so sure about buildings) have water impounding basins underneath that are perforated with holes to slowly release water underground

TOO MUCH congestion and OVERFLOWING population are the biggest contributors to the traffic and flooding (and garbage) problems in the Metro Manila region. Solving those 2 things will definitely diminish the flooding, traffic & garbage issues.

Kaya ginawa ni marcos sr ang rosario floodway sa pasig/cainta, at i-partner dapat sa paranaque spillway para derecho sa manila bay ang naipong tubig sa laguna de bay Kaso di nagawa paranaque spillway kaya ipon lahat sa laguna de bay, at apaw sa surrounding areas, eastern side marikina/rizal/laguna That's why nung ondoy/other rainfall, sa eastern side ang baha at wala sa makati/bgc and malacanang areas. So yan tunay na dahilan ba't overall di bumabaha sa lugar nila, including BGC. Bec ipon lahat ng tubig sa eastern side bec of the floodway/flood gates

the problem is flood control project are very easy to be corrupted by the contractor ....it's because it is to done under and covered so they will just do it not the required standard.....it's because the contractor wants to have a big profit for the project .....because if somebody will inspect their work they will just show a portion that is they did the job well but others.....oh they do it not in the required standart......that is why flooding is still a problem in the Philppines............A lot of MPWH workers are corrupt......they will give the project to the contractor that will give them good amount of money as datong......and bring them a very expensive gift. ...and bring them to travels ....
