Ok so if W has a 200000 second cooldown, Gets blocked by minions, the slow is so useless that anybody can walk out of it, doesn't pull, even if you are knocked up by a sweet spot it still doesn't pull, and barely does damage then just make it a point and click stun and the stunned target takes increased damage from all sources for the duration of the stun.

You buy it when you are against tanks or champs with loads of hp like heartsteel trynda because of max hp damage. My guess after hydra is because of the bonus AD shield it gives and because hydra is a lethality item and eclipse not anymore.
