For last one I don't get heap size issue but callout body size issue.
Heap size is not enforced by Salesforce all the time so yes maybe sometimes it will give heap size issue but I was able to get upto 100 MB in heap size however there is a strict limit of 12 MB on the request body.
try sending a large image from LWC to Apex, you will get heap size if you are not using chucking.
