OK, I just found this and it is HANDS DOWN my favourite lost wave song, better than Like the Wind or Ulterior Motives. How this is not a well known 80s anthem is beyond me.
i cannot believe that no one is proposing the person whos literally in this video. her name is alannah myles. she was a 1 hit wonder in the united states with the song "black velvet" in 1989 but has had a few other hits in her home country of canada which is where i am from. she gets played on the radio quite often here because of canadian content requirements. she sounds VERY similar to the voice in this song. is there a reason you chose her as the placeholder image? her music is widely available online. her hits in canada were love is, still got this thing for you, and lover of mine.

It's definitely a male voice btw. This is pitched up. If you pitch it to correct speed, you can hear it is a male voice.
