To make soap last longer, there are wired soap dishes available at Daiso, they're better than the plastic ones. The soap dished from Muji comes with a holey sponge that helps drain off water, it's quite similar to the dish sponge we use for doing dishes so it can be used as an alternative. I am wondering whether this would be more environmentally friendly compared to the normal shampoo. They have no plastic packaging but we would need to buy a soap holder (or in your case, a sponge holder to hold it). Then we would it be the same as buying a refill for our shampoo?
You can upcycle a container (and poke holes) instead of buying a soap dish. If you buy a shampoo, the refill packets will contribute to plastic waste too!
