I have only just started using 5m, when i load into the server i cant see certain clothing and items when creating my character and when i load in to the city i cant see other players, plus the roads and buildings and everything are blurred. Is this the same problem? I have an msi i7 core 3060 rtx

Yes same problem I was having. Idk if you've figured it out by now but if you haven't. Go to settings -- graphics -- extended texture budget. If you max that out or at least increase it it'll fix it
