I would use adhesive promoter around edges and spots where you have a light stretch. Also make sure it’s sanded down to ensure it’s not rough. Most bumpers come a bit rough. Also depending on how aggressive the bumper is, you might have to add inlays or overlays since the vinyl will have issues sticking.
