Hi! I used a program called Topaz Video Enhance AI for the upscaling, and another one called Flowframes to go from 30 to 60 FPS through interpolation (adding frames between existing ones). I did that on a laptop that didn't have a good GPU, so your RTX will probably be enough; however it will take a long time. In my case I had to split the movie in 6 part and edit them individually. I then assembled them again using a video editor, Movavi. If you have any questions, let me know here!
