Just because they have been doing it wrong for so long doesn't make it right. For a power company a trench digger isn't that expensive. Fix the problem right the first time and you have instant savings. Fewer outages, less expensive equipment for maintenance, and work place injuries from working in high locations. Less expense means more profit.
Places with wind storms should have all electrical in a different way. Places with past earthquakes would need something else or place expansion sections like piping has. There has to be a better way if you want people to be just one for of power. Right now one form doesn’t work. Get it right then move the people.
