I thought Matlab used the function atan() for inverse tan. I had never seen it written as tan^(-1)(x), but hey it works.

atan stands for arctan which has a shorthand tan^(-1)

sir, why did you define true value as 1/1+a^2 ?
because analyticaly differentiation of tan^-1(x) is 1/(1+x^2) as differentiation of x^2 is 2*x.
Because he wanted to show us how much error different formulae for differentiation have, so he calculated error using already known true value of differentiation.
