Hong Kong is part of China and have to follow the Nationality Law of China to determine if a person is a national (or citizen, in common usage). Hong Kong is also a Special Administrative Region with its Basic Law which defines the right of abode. A permanent resident in HK is a person who has the right of adobe in HK.
