Great question. It has multiple purposes and its considered a mitzvoth. One of the most popular ones is to represent the lessons of the Rabbi. He would like the person to give that dollar to charity (tzedakah).
Some people may not want to give, or will be struggling financially, preventing them from giving. This way the Rabbi gives you a blessing and ensures you have something to give. For free.
