Arcade giving his verbal treatises on good and evil while wearing a clean black suit gives off a strong Rod Serling vibe. I hope that's deliberate- but if not, well done either way.
arcade really doesn't like anyone whos philosophy is opposed to his own. to caesar's credit, he is completely willing to debate with the player and answer their questions about his ideology. but if you try to poke holes in anything arcade believes in, he takes personal offense to it. arcade and caesar are polar opposites of each other in every way, in both their good traits and bad.
Arcades philosophy is also generally just common sense, yeah he's a bit snarky and impatient but the idea of "Minimize suffering, do good for as many people as possible." doesn't need too much explaining. Caesar goes through so much explaining and convincing because his ideology is so absurd that he needs to lie, brainwash, and manipulate the facts to get anyone to agree.

Anderson is absolutely not a psychotic murderer. The NCR is already an intruding force, just because they appear legitimate doesn’t make them so. The man Anderson “murdered,” was a combatant. He wanted to do harm to the west side community, and he went out of his way to do so. Once he learned the truth, there was no way White was ever walking out of that room alive. Anderson cared too much about the future of Westside. Honestly, they’re lucky the locals aren’t waging guérilla warfare on them. Would you consider that murder, or would you consider it revolution? I consider this to 100% be an act of revolution, and a very gentle one. They aren’t even asking for everything, just enough, even though it’s their home and the NCR rolled through one day and laid claim to it. They are not causing a stir. They found a way to take just enough from these people who would gladly take EVERYTHING from them, but then some dick from the occupying army had to go poking his nose around…
Yeah... I think Fallout: New Vegas is the only game in the franchise where every single companion is an annoying moralistic piece of shit. Also a fucking supermutant granny. The only decent one is Raul Alfonso Tejada.

I think Fallout 4 did companions better by having them all be pretty fun characters first, and realistic second - while still keeping them developed. New Vegas's companions are believable people, but like many real people, they are annoying. Except for Raul and Boone. And the non talking ones. Funnily enough the companions from the Honest Hearts DLC I thought were much better, they were fun and pleasant people without being too bland.
