You can blame Cygames for this one, they're the IP owner, not ArcSys. ArcSys are only being subcontracted to build the game out, they wouldn't have any say over whether this was an update to the original game or a separate release.

It's the same game?
it's a continuation, it's kind of the same game, but with new characters, new mechanics and a new RPG mode with a new story. It's like Guilty Gear Xrd Revelator and Guilty Gear Xrd ‑SIGN‑ are the same game, but one is the enhanced version with additional content.
