He is saying we shouldn't confess our sins unless what when the bible tells us to. 1 John 1:9 [9]But if we confess our sins to him, he is faithful and just to forgive us our sins and to cleanse us from all wickedness.
I would like to know the purpose of this teaching, if not confusion. This kind of teaching can even make some people loose their faith and thinking that Christianity is too difficult to practice. Should we continue in our sins because Jesus has already wipe it out? I can see people will like this kind of message because it pave way for unrighteousness.

Only those who want to continue in sin will encourage you not to confess your sin, confession clear your conscience of the guilt.
