God that commentator got on my nerves. Just because you don't see that many Isabelles in tournaments or top 8s doesn't automatically mean she's a bad character by any stretch. I'm not saying she's amazing, but she's still got decent tools and setups that can make her a threat.
Im an Isabelle main and i can tell you that she is bad. One of the worst roles in the game, very slow on ground and in the air. Half the cast can just run over the lloyd without getting caught and it is easily destroyable, also only you take damage/knockback when destroyed. Rod getting blocked by shield means your opponent gets a free punish and fair and bair are her only decent airials. Dair sucks as a spike and has too much lag, uair can be a somewhat useful tool to juggle the opponent, but having him above you isnt really all that optimal for Isabelle in the first place. Nair is good as a get of me option and thats it. Her grab is slow. Jab is useless. Up and down smash are weak. Her tilts are okay, up tilt as a combo tool at earlier percents and both down and side tilt have decent kill power. Her recovery is exploitable. Dash attack is okay as a projectile but too laggy. Sure, with enough skill you can make her work, but skill alone only gets you so far. At a certain point Isabelle is just outclassed by basically everyone in and above midtier.

I play Isabelle on and off and in no way during my play sessions did I get the vibe that she was lacking in effectiveness. Maybe I can agree she could use some improvements, but I wouldn't say it's anything as detrimental as you make it seem, especially with the utility of the fishing rod. However, we can spend days going back and forth on this so to lay it briefly, from MY experience alone, Isabelle hasn't come across as anywhere near a bad character by any stretch and I've played her consistently since Ultimate came out so don't assume I barely touch her. Same goes for Villager since they share half of their moveset and on that principle too is why I can't say she's horrible, least not yet anyway.
Could there potentially be rules about mii fighters custume customization in tournament? It was incredibly difficult to see that flower the whole entire match. I would personally find this difficult to play against. Obviously, you could simply just learn the spacing mid match, but you're already trying to figure out the mii's special move set. It just seems that having these visual variables place the odds way too much in the mii fighters favor.

Pro players are very influential; changing how the general community sees characters and metas. If we let this side at top level, then we'd potentially see it cascade and trickle down to locals. Moreover, this issue applies to all mii sword players, pro or not. Of all the other characters we have in the roster, it is only the miis that gets to change equipment so drastically. To elaborate, most characters get palette swaps, or at most small differences in articles of clothing, but mii's can have entire outfit and equipment changes, wildly changing how they look. For the sake of the common man who would most likely not be practicing against every variation of mii sword fighter sword on every legal stage, i believe it best to at least limit customization to the most "see-able" varieties. When fighting a sword character, I can assure you, I'd like to be able to see the opponent's SWORD, rather than a hair thin stem that disappears in the background. In conclusion, maybe there could be additional rules in place that require a more visible alt sword for model mii sword fighter. Or maybe just use the defaults 🤷🏽♂️

The flower thing is ridiculous though, the spacing the same as in any other weapons,if someone would get distracted by the look of it and complain then whats to stop someone from wanting to ban costumes like wire frame little mac or odyssey styled mario because its too "distracting"? Players at an intermediate level can play optimally while there is a flower that stands out on a mii fighter or a big white hat from an odyssey costume from mario
